HnG Basic Charge List
Oct. 19th, 2006 08:37 amNotes ahead of time: I basically copied the style and formatting of the other Basic Charge Lists out there, so I'd like to credit the person who wrote those for the format and style (and in a lot of cases, entire paragraphs). I did this because I felt that since they're all supposed to come from the SO, it's best if the style and phrasing used is consistent. Other than that, if you do have suggestions, either leave a comment here or email me one (it's given in there). I think I have all the HTML formatting fixed, but if not, please tell me.

Please find enclosed the current official list of basic offences against Canon for which fan-written characters in your departments can be charged. As all agents are to a certain extent autonomous while in the field, amplification of these rudimentary charges is encouraged as long as it does not violate Canon Protection Initiative policy. It is noted that the list is not exhaustive and is subject to further revision. To nominate a frequent or egregious offence for inclusion on the list, simply contact the Department of Records, Accounting, and Tabulation (DRAT). Please do not ask for a raise while doing so.

A. CANON VIOLATIONS
1. Character disruptions
1.1. Causing personality disruptions and character ruptures.
1.2. Causing improbable romantic liasons between characters (e.g. Ogata-sensei/Akari).
1.3. Breaking up a Canon romance, especially in favour of an original character.
1.4. Causing a canon character to act like a lovestruck fool, especially over an original character.
1.5. Causing characters of known heterosexuality to suddenly be eager (or forced) to engage in homosexual relationships (and vice versa).
1.6. Causing male characters to be uncharacteristically misogynistic or chauvinistic; creating "Designated Misogynistic Bastards".
1.7. Causing female characters to be antagonistically feminist.
1.8. Creating gratuitous siblings, offspring, or relatives in any form of Canon characters.
1.9. Causing a respectable Canon character to abuse his/her child(ren), protégés, spouse, or subordinates.
1.10. Otherwise slandering persons, groups or cultures.
1.11. Stealing lines or roles.
1.12. Causing an original character to uncanonically join a canonical affiliation (e.g. making four applicants pass the pro test for a year instead of three because so-and-so was just so good; alternatively, having a character who is supposed to pass get pushed out of passing the pro test so the original character can pass).
1.13. Altering the composition of the insei, the Nihon Kiin, the Kansai Kiin, the Hankuk Kiwon, or the Zhongguo Qiyuan (or anything else, for that matter).
1.14. Causing any charact to act in a way that is completely out of character (e.g. turning Akira Touya into a laid-back slacker)
2. Social Disruptions
2.1. Changing human physiology (including, but not limited to, causing male pregnancy).
2.2. Changing the social structure of any Canon culture.
2.2.1 Creating any non-Canonical pro association.
2.2.2 Creating servants in Canonically servant-less settings.
2.2.3 Changing the appropriate etiquette and deportment of go players in any Canon culture.
2.3. Creating an uncanonical species.
2.4. Tangling family trees.
2.5. Tangling relative ages (e.g. having Fuku-kun be older than Isumi-san).
2.6. Tangling relationships (e.g. having Nase be Isumi's little sister rather than a friend).
2.7. Creating any sort of uncanonical magic or powers.
2.7.1. Having a character become strong enough to turn pro within a year of learning the rules of go.
3. Environment disruptions
3.1. Altering geography in any way.
3.2. Altering the setting of key Canon plot events.
3.3. Altering history or the known backstory of a character.
3.4. Deletion or overriding of key Canon scenes in a non-AU fic.

B. SPACE-TIME DISTORTIONS
1. Causing time compression or expansion.
1.1. Causing Hikaru to catch up to Akira's level of strength in far less time than normal.
1.2. Causing any insei to make it to the top rank in a month.
2. Causing unnecessary tense and person shifts.
2.1. Doing so by mixing up pronouns.
2.2. Changing the gender of a character temporarily by mixing up pronouns.

C. TECHNICAL IMPROBABILITIES
1. Use of bad biology.
1.1. MPREG in any form.
1.2. Employing impossible medical cures.
1.3. Creating non-Canonical species.
2. Go innaccuracies.
2.1. Having any character go from beginner to pro in a matter of weeks.
2.2. Misuse of go terminology.
2.3. Writing bad strategy (e.g. "If I do that, I lose the corner, but I should be able to capture this stone so it's okay." - corners are worth far more than a single stone).
2.4. Innacuracy about the Canonical go world.
3. Use of bad physics.
4. Use of bad plot devices.
4.1. Use of dei ex machina.
4.2. Creation of "cute animal friends".
4.3. Use of magic in any form.
4.4. Use of other Mary Sue powers.

D. LANGUAGE ABUSE
1. Mangling of the English language.
1.1. Bad grammar and syntax.
1.2. Punctuation errors.
1.3. Spelling errors.
1.3.1. General spelling errors.
1.3.2. Errors in spelling of names (e.g. "Akira" has an r in it).
2. Mangling of Japanese or any other Canonical language.
2.1. Creating names out of thin air because they "sound Japanese".
3. Abuse of the muses.
3.1. Scrawling pitiful doggerel and calling it poetry.
3.2. Distorting Canonical quotes so they refer to an original character.
3.3. Quoting song lyrics of any description, especially from Britteny Spears or any of her ilk (aka "song fics").
4. Giving original characters inappropriate names.
4.1. Giving a Japanese character a Western name.
4.2. Giving a Western character with no Japanese heritage whatsoever a Japanese name.
4.3. Making up gibberish, giving it a meaning, and calling it a Japanese name (or a name in any other language, for that matter).
5. Causing characters to make inappropriate use of go terminology.
6. Gratuitous tense shifting (past to present, present to past, present to future, past to future, etc.).
7. Gratuitous point-of-view shifting.
7.1. Doing so in such a bad way that it is necessary to advertise whose point-of-view the fic is switching to with every shift.
8. Employing melodramatics.
9. Causing an original character to have an unbearably beautiful voice/face/body/etc.
10. Causing an original character to have more talent than all of the Canonical go pros put together.

E. SUBJECTIVE CHARGES
(Note: These charges may not necessarily be officially supported by the Administration if disputed and do not constitute legal cause for assassination on their own; however, they are authorized for use by PPC personnel if sufficient charges have been accumulated under other sections to warrant assassination or incarceration of the subject.)
1. Annoying or otherwise harming PPC Agents.
2. Displaying extreme stupidity or causing Canon characters to act with extreme stupidity.
3. Committing fashion crimes.
4. Employing melodramatics, especially melodramatic death scenes (may be given posthumously).
5. Hitting on PPC agents' lust objects.
6. Claiming the fanfic is "not a Mary Sue" when it has all the recognized characteristics of one.
7. Pretending to dislike or be angry with a lust object when it is painfully obvious the original character only exists to fulfil the author's fantasies with that character.

1. This is not an exhaustive list of all possible charges in the Hikaru no Go continuum, but rather is a guide the the most commonly occuring charges that are authorized by the PPC headquarters and will be supported by the Legal Department if needed.
2. Some charges may be listed under more than one category in this list.
3. The main and first entry on any charge list for the Department of Mary-Sues is "Being a Mary-Sue." This item is mandatory for inclusion on a DMS charge list, but must be substantiated by other charges in order to be legally recognized.
